A charter library captures accumulated quality thinking across projects and domains, including risk areas, personas, and quality characteristics relevant to a given context. When maintained and made accessible, a charter library reduces the barrier to exploratory testing for non-specialists and helps quality engineers extend their thinking into teams where they cannot be physically present.
