A quality chapter is a component of an agile product development model.

First coined in "Scaling Agile @ Spotify with Tribes, Squads, Chapters & Guild" by Henrik Kniberg & Anders Ivarsson.

A chapter is a collection of people who share similar skills. So, a quality chapter is a collection of people who share skills in all things quality. 

Each chapter meets regularly to discuss its area of expertise and its specific challenges. A quality chapter is essential for ensuring that quality professionals, though working in different squads, can share ideas and knowledge.

Other chapters could exist, e.g. front-end chapter or mobile-app chapter.
